Other forms of this general notion include judicial activism, urban planning, and other institutional expressions of the belief that social decisions cannot be left to be determined by the actions and values of the less knowledgeable population at large.
Thus, in 1907 and 1908, Roscoe Pound set forth principles of judicial activism- going beyond interpreting the law to making social policy- that would be dominant a hundred years later.
That is what "judicial activism" means, though verbal virtuosity has managed to confuse that meaning with other meanings.

But judicial activism is a blank check for going in any direction on any issue, depending on the predilections of particular judges.
